At the inspection with Mr. Gary Semaan, General Manager of PBS Homes Mr. Lowres confirmed that PBS Homes has Preferred Builder Status for Naisoso Island. Mr. Lowres said that "Preferred Builder Status would only be granted to a relatively small group of builders who had demonstrated that they had the skills, expertise, quality and a proven track record to deliver on time".
